THE CHALLENGE
A complex, high-value international telecom deployment
A US Government Agency needed full logistics support for a $29 million program to deliver upgraded telecom equipment to the Iraqi Ministry of Communications (MoC). The program involved five separate shipment phases, each requiring coordinated international transportation under strict US and Iraqi government compliance standards.
ICAT was engaged to manage and execute all phases of the program, ensuring complete accuracy across inspections, documentation, timing, and secure international transport.
THE SOLUTION
A fully compliant, multi-modal logistics plan
The ICAT team designed an end-to-end, multi-modal transportation solution to move the high-value equipment from Memphis to Baghdad within the specified timeframe. Each shipment consisted of 40–60 pallets of high-value technology equipment and underwent mandatory third-party inspections approved by the Iraqi government prior to movement.
ICAT prepared and managed all required documentation, including commercial invoices, packing lists, and certificates of origin. Additionally, our compliance team completed all necessary legal approvals including a Chamber of Commerce certification and approvals by the US Department of State and Iraqi Embassy.
THE RESULTS
Secure delivery completed across all five shipment phases
Each phase of the project was fully compliant and approved before any cargo moved. Once cleared, shipments progressed through a controlled logistics chain that included dual dedicated truck pickups, secure warehousing, and sequenced air transportation along the MEM–ORD–GYD–BGW route.
Upon arrival in Iraq, ICAT managed customs clearance and coordinated secure, armed delivery to the final destination in Baghdad. All five phases were completed successfully, meeting every operational, compliance, and timeline requirement.
